Conclusion
Did French politicians securitise the US, although the two nations were allies? Was the USSR considered a primary threat to national security in the Fifth Republic? Was Germany deemed dangerous during the Cold War, European integration notwithstanding? These entities had, indeed, been securitised by many inside the French political system, yet not everyone accepted their basic endangering, and many debated whom and how these dangers threatened precisely. A positional/relational perspective on French insecurity politics helps in assessing these observations and to understand how specific such conceptions of national insecurity empowered certain courses of action, such as the expulsion of NATO from France and the quest for European integration, but not others, such as all-out withdrawal from the West or a harsher countering of West Germany (for a schematic overview, see Table 7.1). What is more, the same perspective allows recognising how patterns of such ordering evolved over time. The emergent focus on ânew threatsâ, for example, points to a deeper shift in world ordering through notions of insecurity, and one that defies the state-centric frameworks of world politics advanced by grand IR theory. And, indeed, a similar movement in world ordering through insecurity can be witnessed in neighbouring West Germany around the same time, the next chapter shows, even if that polity had been concerned with a more restrained perspective on national insecurity in the beginning.
